Does anyone know of a tool that is integrated with Jira to present in a nice dashboard/report for the Executive Management Team to review and understand in non-tech speak?

Someone who understands your Jira data (most likely one of your admins) can easily build a good reporting dashboard for management.
I think you should ask your managers what reporting they are looking for first.

Cloud changes so fast, anything I might point you to is almost certainly going to be out of date - I've seen videos made for Cloud that are published on a Friday and out of date on Monday.
https://confluence.atlassian.com/jiracorecloud/configuring-dashboards-765593585.html will get you started on creating dashboards on the technical side, but the first thing you need to do is establish what your management wants to see, as that will determine what filters (the data to work from) and gadgets (the reports on the date) you will be using on the dashboards you build
