It might be because of large number of issues involved in your board JQL, please try the suggestion mentioned by @Benjamin or else you can create a test board with small number of issues and try to check whether you can access reports or not.

This should work. Have you tried clearing cache or going into incognito mode in chrome? See if you result differ. If still an issue, I would suggest contacting Atlassian Support to see if anything needs to be clean up on your cloud instance.
