We had two stories
CLIPITC-3759, CLIPITC-3738.
These two are deleted from the account.
Is there any way to recover back these two?

Unfortunately, if Jira issues were deleted, they are gone. Maybe it's worth contacting Atlassian support and they will be able to help if your data was deleted just a few hours ago, for example, for Bitbucket data, there can be cases when data can be recovered within 7 days after deletion.
Hovewer, it's always better to have a backup solution. You can try to export your data using Jira Backup manager - https://support.atlassian.com/jira-cloud-administration/docs/export-issues/ . Or, as an option, you can rely on a comprehensive backup and Disaster software, like GitProtect. Recovering or tracking deleted stories in Jira is impossible if you don't have a backup.
The following actions can help you avoid losing deleted assignments in the future:
- Limit access to delete issues to admins only; disable it for regular users.
- Back up your projects.
- Get the app from the Atlassian Marketplace. The app developed by my team (Issue History for Jira) helps to track and restore deleted issues. However, storing deleted issues is started only after activating the option in the add-on.

are you using Jira Cloud or on prem (data center)?
I know once you delete an issue it is gone. There is a table in jira that stores the number, but the details of the ticket are gone. The system asks if you want to delete. I recommend you set your project to only allow admins to delete.
