Required fileds are not actually required

I had defined some custom field on a project and defined them as "Required"

When I create an issue there is not asterisk red mark and i can open cards without it...

Check for field configuration associated with project 

Navigateion - Project settings -> Fields -> edit Configuration -> search for field

Note field configuration is separate for these project else it will have impact on projects associated with it
