Requirement to nightly update custom fields

Hello folks,

Need some guidance on a requirement that I've been asked to work upon.

In our enterprise, we have a requirement to update JIRA custom fields nightly for project that are coming from Clarity (CSV file) 

The CSV file looks something like this:

ID	Project	Open_for_Time_Entry	Clarity_Project	Action	Length	Type
XYZ	Project XYZ	Y/N	XYZ - Project XYZ	INSERT	9	Project

This is the format in which we will be receiving the CSV from Clarity everyday.

I have been asked to use the CSV to update the project custom fields in JIRA.

1) If the "Open_for_Time_Entry" is Y, then enable the project.

2) If the "Open_for_Time_Entry" is N, then disable the project.

Any assistance on this will really help me and will be appreciated.
