Resolved before date excludes date that is entered

I'm using the Issue Navigator, and trying to get a list of all calls resolved between 10th October and 16th October

To see all calls resolved up until 16th October inclusive we have to choose "Resolved before 17th (the day after)".
When switching to "Advanced" mode, it translates as "AND resolved <= 2011-10-17".

The sign '<=' is used but results does not include the 17th.

My understand is that the '<=' option would show calls that were resolved on or below that date.

Would I be correct ing thinking that in order to see calls resolved on a specific date (using the resolved before option), that I will always have to use the next day?

Yes. If you don't specify time, JIRA takes it as 2011-10-17 12.00AM. So if you specify 2011-10-18, it means everything resolved until 18, 12.00AM which means everything resolved on or before 17th. Does it make sense?
