Hi Jira Family,
could someone help me to manage to calculate the occupied percentage in a specific project? For example, resource A was engaged in projects B & C and he is occupied 50 percent and he is free 50 percent so that we can identify and engage him in other stuff according to his utilization.
Is there any plugin that is free of cost please let me know thank you

As you may know, if your team has 10 users or less, many of the apps in the marketplace will have no cost for you. You can check that in the pricing calculator for each app's listing.
If you have more than 10 users, then I'm afraid there will not be many good free options, since app developers need to sustain their business :) But there should be enough to choose from so that you can find something affordable.
When you make a decision, it would be great to know what you decided to do and why!

There are multiple marketplace apps for capacity planning

We have also built an app for the same use case.
The app allows to store the capacity for individual users and save as templates. which can be mapped to a sprint to track the allocation and remaining time per user. Do try it out.

The app is free. Currently the app works for a particular sprint and the tasks allocated to the resource in that sprint.
We are working on a feature to show capacity for projects also. So if you have allocated tasks to the resource for the next 6 months in a project, it will consider that as well. This feature will be released soon.

Oh and yes, the app mentioned by @RVS_Support is in fact free -- you can see that because there's no pricing tab on the marketplace.
