Hi, my team has a JiRa board and we don't want people outside of our team to be able to move tickets within the board. How can I make this possible?

Your post doesn't indicate if you are using Jira Cloud or Jira Server/Data Center. Which is it?
If Jira Cloud, are you using a Company Managed project or a Team Managed project?
And, to clarify, are you trying to prevent people from adding issues to your board or are you trying to prevent people from modifying issues that are already in your board?
Boards are a way to visualize and manage issues that live in Jira projects. What is the criteria used by the board for selecting issues? Are you selecting all issues in a specific project, in multiple projects, or a subset of issues based on other criteria?
The solution will differ based on the answers to the above questions.

For your Jira board to stay intact from external team members, you need to review the development permission scheme. And this is accessible only to the Jira admin or the project admin with defined permissions.
