Is there a way to restrict the "Edit Project Role Membership" permission separate from "Administer Project" permission? I'd like to be able to restrict the ability to Add People to a project.

No, in Jira Cloud, it is not possible to restrict the "Edit Project Role Membership" permission separately from the "Administer Project" permission. The ability to add or remove people from project roles is bundled with the "Administer Projects" permission. This means:
Anyone with the "Administer Projects" project permission can edit project role memberships (i.e., add or remove users/groups from project roles for that project).
There is no finer-grained permission available to delegate only the ability to manage project roles while restricting other administrative functions, or vice versa.
This limitation is well-documented and has been raised as a feature request (see JRACLOUD-11884)
Workaround:
You can choose to only grant the "Administer Projects" permission to trusted users who should have full control over project settings, including role membership.
For stricter control, manage group membership at the global level (which requires Jira Administrator permissions) rather than at the project level - https://support.atlassian.com/jira-cloud-administration/docs/manage-project-role-membership/
