From the basic tools I suppose only if sacrifice one permission.
Create duplicate workflow for epic,stories and add validator to 'create' transition. For example, restrict create for user without the 'schedule' permission. And remove permit from 'schedule' for users. The users without 'schedule' will cannot create task in workflow of epic,stories but can in other.
If You have scriptrunner it can be done better.
