In Jira cloud I want a user to add new fields, workflows, configure existing schemes, so I have give Jira admin rights to them.
But I dont want them to delete any existing projects how can we do that..?

Short answer: that is not possible. Jira Admin rights are quite extensive and not mutually exclusive. If you give people the permissions to configure the centrally managed configuration settings in Jira, being able to delete projects is included.
For that reason, only give admin rights to people that are also properly trained for that role and make sure you have clear agreements on how you apply best practices across your instance.

Atlassian is to some extend expanding the permissions available for project administrators to manage part of the configuration in their own project. This only works if the configuration of projects is not shared with other projects.
In that respect, using team managed projects is an alternative solution as well. But before going down that road, make sure to read and understand in full detail what the differences between company vs team managed projects are, as migrating between them can cause loss of data and features.
