Is there a built in way to define what Resolution types an issue can have? I found this blog post which works, but it's a bit of a workaround, and it's 2 years old, was wondering if there was a more up to date way to accomplish the same thing?

The only real way to do it (without add-ons) is with workflow properties - see https://confluence.atlassian.com/adminjiraserver071/workflow-properties-802592825.html (I'd guess that's what the blog uses)
It is. The blog mentions something about 'Issue Type Resolve Schemes' coming sometime in the future, theoretically. Not sure if that's an actual thing or not.

It would be the consistent way to approach the feature, but Atlassian don't seem to have any plans to implement anything like it in the foreseeable future.
