We are currently within the free limit (10 users), is this 10 users limit for a single project?
I'm not sure about that since it's tied to an email address.
Also, the project I created is currently viewable by all members.
Is there any way to restrict viewing?
As mentioned already 10 user is for Jira instance, in free plans there are no manageable permissions...
However, if you need a restricted project you can experiment with JSM projects. In free tier it comes with 3 agents, and projects can be restricted to admins and added people only. It's a bit more complicated, but you can try to play around with this type of projects and their settings - e.g. remember to change the customer permissions (change 'anyone on the web')
Note, as an admin you can user Permission Helper to verify if user can perform certain actions, to access Permission Helper you can use magic '.' and search for it (or access from the Permissions page)

User restriction is not as per project its for whole system/application. in whole application you can use 10 user only
You can restrict project view by using permission scheme - there you can use Browse Project Permission. You can give this permission to those group/user you want to allow to view the project refer this Doc
