Retrieve fields from Create Issue Screen

Hi,

There is a way to retrieve fields Create Issue screen? Basically I want field name and possible values.

I've already looked at REST API but I want to do it via Java API.

Possibly, but could you clarify "I want to do it by Java API"? Do you mean you are writing a plugin of some sort? Or something else?
