Please tell me if it is possible to make the user have full access to a certain board, that is, so that he can add new project roles to the project without the help of an administrator through general settings - > security -> (roles in the project), but do not have access to other projects i.e. be a limited jira admin, but only for his project?

The roles in Jira can be added or deleted(managed) only by someone with global Administer Jira permission or in short by Jira admins can do.
Once the roles are created, they are available for use in all projects. Any user with Administer Projects permission in a project(or in short the project admins) can add a user to the role.

You can provide the user with Administer projects project permission for a particular project(the user will not have access to other projects) and also add the user as the Board Administrator to provide full access to a board.
