Am reviewing the "Configure SAML single sign-on with AD FS" document on the support site and it reads as if it pertains only to configuring SSO against a cloud instance. We've got an on-prem installation and I'm looking for confirmation that the above referenced doc will or will not work against an on-prem install of Jira.

do you have server or Data-Center licensing on your on-prem install?
If you have server licensing then your only option would be a paid third-party plugin like ours: SAML Single Sign On for Jira. Here's also the associated guide on how to perform the setup with AD FS - it takes about 5 minutes usually: AD FS Setup Guide.
If you have Data-Center licensing, then Atlassian has a basic SAML integration that ships with Data-Center - here is Atlassian's Documentation for that: https://confluence.atlassian.com/enterprise/saml-single-sign-on-for-atlassian-data-center-applications-857050705.html
