After an upgrade of Jira Software Server 7.2.0 to 8.19.0,
- all transitions that rely on custom screens no longer are available
- the Screens area doesn't display and the message "We couldn't load screens" appears
Seems to be fixed with 8.20.0
[JRASERVER-72788] Adding a Screen to the Create Issue transition in a workflow will cause the Screens page to go blank - Create and track feature requests for Atlassian products.

This seems to have been resolved by adding a missing plugin -- "Issue Templates for Jira" plugin from Deviniti previously known as Intensio. We thought we didn't need it, but apparently we do.
You mean you can fix the issue Atlassian did by installing a Plugin which cost money?
We did not have this plugin before, we just miss the Screen-View after updating, same as Salonica
