Recently noticed that I can no longer see screen association to Workflows and if I create a new screen that has no association it can not be deleted.

In my experience this is caused by a workflow containing a reference to a screen that no longer exists. This knowledge base article (link) outlines the steps to confirm the issue and resolve it. If you navigate to the page listing yours screens at Admin > Issues > Screens and look at the log <jira_home>/log/atlassian-jira.log, is this error logged?
Cannot find Screen with id '<id>'
If so the workaround in that knowledge base should clear this up.
