Scripted Issue Picker populates only the issues created by the currentuser() and not all the issues

I have a Scripted Single Issue Picker. I have added a JQL to list down the issues of "Capex Funding" Project. As a admin, all the issues in the said project populate in the issue picker.

But for any other user: the users can see only the list of issues created by them in the Capex Funding Project. 

 I checked the Permission Schemes, the users are having "Browse Issues" access.
