How can I search for archived issues on the "Summary" column?

ex:  project = xxx and summary ~ france

You cannot search on archived issues, they are excluded from it. You can only get to archived issues if you have the direct link to them.

Thanks.  I did find a suggestion here:  [JRASERVER-70919] As an administrator I want to have more flexibility when searching archived issues - Create and track feature requests for Atlassian products.

For the benefit of others , if you are using Jira on-premise (Data Center) then you can search for archived issues by selecting the top navigation menu Issues > Archived issues.  The filter options are limited but "Project" is one of them (Summary is not an option):
