Searching for Non-Active JIRA users in user picker (singler user) field

Is there the ability to have the user picker (single user) field search for both active and inactive users?

There is an active feature request for this.

Looks like no workaround exist at the time.

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.

I don't think the user picker will allow unlicensed users to be selected.
