I have created a custom counters field that shows me how many times a task has been rejected. Using the rules in automation, I set that it is charged to me automatically, e.g. if the task receives the status of estimation rejected, the counter shows it.
However, I would like to receive an e-mail or slack message when someone manually changes this value for me. Is it possible to use automatic rules at all? Or some other way, without the use of plugins.
I have already created one rule, but I get a message regardless of whether the field value changes automatically or by someone.
I'm not familiar with the limitations of the free plan. The notification scheme can send notifications anytime the issue is edited, which would count in your case.

You need to look at the documentation about notification schemes. It will tell you how to set them up. It may be different in new generation projects vs. legacy projects. I only use legacy projects. Jira is a fairly complex tool and I suggest you read the administrator documentation before going very far into it.

In addition to using notifications couldn't you use a project automation rule to send a direct email out using the Send Email action? Make sure you set this rule to not run in response to other rules, to make it only happen when the change happens manually.
