Can i use a custom field for send a email?
For exemple:
When a issue was created -> send a email for: (the email is in a custom field of the same issue)

yes this is possible. Please see https://support.atlassian.com/jira-cloud-administration/docs/configure-notification-schemes/
You have the option to enhance the notification scheme and send mails to email addresses based on a user picker custom field

If you have a custom field that isn't a User or a Group, for example a text field with an email in it, then you can also use an app like our Notification Assistant for Jira to send these emails.
