How can add more users or re-buy licence that will allow me to add more users into JIRA service desk

Welcome to the Atlassian Community !!
To buy new licenses please login to admin portal of atlassian (https://admin.atlassian.com/) now click on Billing (Top Menu Option) and select the site. (screenshot attached)
Now select the product for which you need to increase the user licenses.
