Setting up security around projects

Looking to lock down security in JIRA software cloud in a project without it being in a group.

I think where you'll want to start is by using a combo of the Users and Roles for the project coupled with the Project Permissions. Between the two of those, by setting humans in project roles (generally best to do that by having them in user groups rather than hard coded in roles; YMMV) and then setting what the given roles can do in the project in the project permissions.
