This would be pretty complex to manage natively because Roadmaps do not provide this level of granular security. You would need to do something like this:

You are correct that they must be logged in to view the plan and have view rights to the plan. If you want anonymous access, you'll have to unfortunately go a manual route and create an image of the plan that you replace in Confluence.

You have two ways to go about this:

Advice to share on Confluence is repeated throughout the community pages. However, its invalid because viewing the embedding Jira plan in Confluence still requires Jira access. The initial point was to share with customers without Jira access. So the proposed solution is not helpful.
It's absurd that Atlassian doesn't provide a way to share plans with customers.
