Sharing is done when you Edit Dashboard. Edit opeation can be found under the little cog icon. Make sure you have 'Create Shared Object' permission as well.

Since we are using Atlassian ondemand I think the Global permission module os restricted. I cant find the User>Global Permission page !!! :(

Yes I click the edit in the cog but i do not ge the Add shares drop down text box.

I see the option to add and share . but when i share it with all users no one can see my shared dashboard. any idea what else needs to be done?

I think if you're a member of "jira users", this should work We created a group with access to "jira software", but we didn't add a global permission for "create shared objects".
