What is the best practices for a planned database outage? Should the Atlassian applications (JIRA, Confluence, Crucible/Fisheye and Bamboo) be shutdown and restarted as part of the maintenance?
If the backend database is shutdown - yes the app needs to come down. Ideally before the FB goes down.

Yes, in my experience, very bad things can happen (read difficult to fix - or when was you last backup? - type things) when the DB goes away, and JIRA/Confluence are left running.

What I practise is in my organization is that we have a scheduled shutdown of DB for JIRA - so I shutdown my application before the DB goes down - then the DB is shutdown after JIRA is offline.
And when the DB are back online - I start my JIRA after DB is available.
