I've followed the very straightforward instructions from Railsware on moving the Smart Checklist widget to the main column, but the new issue view won't respect the change.
No matter what I do, if no checklist items have been created, it continues to live in the right panel and our users have to click to expand the UI. That's not helping me drive engagement with this handy plug-in. We're trying to make this part of our standard workflow, but that's not going to happen in this mode.
Does anyone know how to force unpopulated items like this display in the new issue view?

But short answer: if no checklist items created - the addon is hidden deliberately. So that users have a good experience and fast performance of issue load. Otherwise, every time (even if there's no need in the checklist) they will experience a slight delay until the whole content appears.
There' might be a setting implemented on the Admin side to let you choose "Show addon if no content present". Let's discuss this in our support channel.
