Some of my users can't see "Add Gadget" "Edit Layout" buttons in the Dashboard

What do I need to do, to make a user able to see "Add Gadget" and "Edit Layout" buttons in the dashboard?

I have two different users where one of them can see and the other can't, and they are in the same groups, so I guess that's not the problem.

Ahh the user didn't have a dashboard!

Only the owner can add gadgets to dashboards

go to tools and press "create new dashboard". After you create a dashboard you will be able to add gadgets and edit the layout.
