Hi @Anss Abrar 

This error looks like one that might appear when trying to sign-up for an Atlassian Cloud site. I don't have the details of what that specific error means, but from past similar report it can happen when the captcha either fails to load or fails to validate on that page.

Do you see a captcha when trying to complete the sign up?

I'd suggest trying again.  Perhaps from a different computer and/or a different network.  Sometimes there are network restrictions that can cause that captcha to not display on the page.  Some other users in the past have reported using a VPN located in a different country as a means to complete the sign-up process.  Try that and let me know if that helps.
