How can we create Stakeholder Access for Jira software Projects without buying a license for that user as buying that would be impossible to afford as i want to give my website to test to 150 office users and tell them to log bugs in the project along with seeing comments and commenting on it.
If it's only for logging bugs, seeing comments and commenting on it, perhaps, it's best to use JIRA Service Desk, where you can have that 150 users as a JIRA Service Desk customer. Having JIRA Service Desk customers wouldn't cost you anything. See this documentation for more info on the role.
However, if you wish for the users to be able to work with Board, sprint, all the JIRA Software features, it's unfortunately not possible. All 150 JIRA Software users would be charged towards the license as long as they have the JIRA Software application access
I shifted from TFS to Jira and Bitbucket not realising this cost. In TFS stakeholders are free. They can create bugs, view status of project, comment on any issue or bugs. Jira should look at this feature. I think will migrate back as it is not possible to spend so much and maintaing so many different projects. Already maintaining Jira and Bitbucket itself is a challenge for adoption.
