Structure Plugin 3.5.0 with Jira 7.3.1

I Have a Problem with add User and Roles to a Project with Structure Plugin 3.5.0 and JIRA 7.3.1.
I have to Disable the Structure Plugin otherwise i'm not able to add Users (No List is showing)

Sorry for the late reply - we monitor Atlassian Answers primarily based on our add-on tags (e.g. 'structure' and 'addon-com.almworks.jira.structure’).
