Looking at the screenshot the message that it says there is some condition assigned the parent issue has to be in the Accepted state in order to transit the child issue to move i.e Sub-Task.
So just go back to the parent issue and check whether the parent issue is in the accepted state and then come back and perform the transition

The screenshot showns that the corresponding parent issue (the only other issue present in the board) respect the condition i.e. it's in the Accepted state hence my confusion.
To note that I have full admin permitions on the server.

That's it. The actual status of the parent's issue wasn't the same as the column heading.
A quick change in the condition solved the problem.

Can you open IPM-44 in detail view and check the status? I’m wondering if the actual “status” isn’t the same as the column heading here. Are you the admin that setup the conditions being illustrated in the error message? If not can you reach out to them to discuss this? There may be some other conditions not being met here.
