Please let me know the subscription plan of Jira. What I want to know is that can we share the plan to non subscribed users which are from internal or external teams?

In order to interact with issues in Jira users will need a license. In Jira Service Managers there can be unlicensed customers that can access tickets through a portal, but I don't know if this is the use case you have in mind.
If you're looking into sharing some specific information with some team mates that don't have a license, maybe you could create a filter that returns some results based on a query (JQL) and subscribe to the filter. Then you could forward the email to them.
