It looks like when I go to create a ticket, the summary and description fields are below my primary and secondary fields.
I can't seem to find a way to make them appear above my other fields. Anyone have any experience with this?

Have you tried to go on Project settings ->Issue Types and from there you can modify the fields display of each task by drag and drop. ( Primary fields - Secondary fields).
You can also create new fields.
