I would like to synchronize a JIRA project through two instances. One of which is in the cloud whilst the other is a server installation. The rights management needs to ensure that you can't access the other instance from any second project. It would be great if any issue could be completely in sync but we'd need at least the comments and time tracking in sync.
It is definitely possible to set up a real-time sync between Jira Server and Cloud.

With Backbone you can keep JIRA server and JIRA cloud projects in sync (if Backbone is installed on both of the JIRA systems) without giving the users direct access to the other instance.
Syncing comments can be set up easily via the Backbone UI and you can even enrich those comments with additional information.

You can follow the steps available on How to Merge Two JIRA Cloud Instances. Once you have the two projects on the same server instance, you can migrate the issues to the same project (bulk edit).

Take a look at ConnectAll. You can use it to sync projects with appropriate field/value mappings.

thanks for your quick reply. It appears as if we have a slight misunderstanding. We don't wish to merge the two instances. We'd like to keep a single project in sync.
