TRELLO - Defining customised permissions - is it possible?

I'm the manager of technical agents that do equipment maintenance services on the field.

I wanted those members of their boards (each one has it own) just to add comments AND also should they be capable of moving between lists (e.g. doing --> done).
The goal is that they receive a Work Order as a card, and they shouldn't be allowed to change it, they can only:
1. Move from list "To do" to "Doing"
2. Add comments to describe their job on the task
3. Finally move the card from "Doing" to "Done".

Is there a way to accomplish this behavior?
