You can remove "browse project" permission from all other users and this should do the trick.

It showed me a way to make a project "invisible" to others. But this is only a workaround and not a solution.
It would be desirable to create a way to "activate" and "deactivate" a project with a simple checkbox in the project settings. Please treat it as a feature request.
