This part don't load at all and other components of our automation rules on our cloud instance load too long. Is there any limits that couse this issue or ways to make it work normal?

Yes cloud instance do have service limits based on your plan. Check this link for more information.
Can you try using Permission helper and see if you have Assign issue permissions for this project ?
Go to Project Settings > Permissions > Permission Helper.
