Team-managed user permissions - create only, error upon submission

Hello -

I have a team managed software project that I am using for organizing my staff performance reviews. As part of their roles, we need to solicit peer feedback, but of course want to keep that feedback confidential.  

The project is currently locked down for only my access as administrator, but all logged in users have a custom permission role, 'peer review feedback' to create issues only. I am utilizing forms to collect feedback. Screenshot 2025-05-15 204609.png

After the user submits using the form, I have an automation rule that looks a the form ID label, and adds a parent unique to each employee. The automation rule actor is set to myself. 

The problem: When a users submits the form, it throws an error message (below), but the issue is still created. However, it is causing a lot of confusion and duplicate issues being created as it appears the form did not work to the end user. My assumption is the OOTB functionally will provider the user with a link to the newly created issue for tracking progress, but because the users do not have access to view, the error occurs. I would really like to avoid the confusion, how should I adjust the permissions for a better experience?
