The 'view workflow' panel I'm looking at has all 28 states in a big vertical column with the transition edges running alongside and apparently through some of the state objects:
It's not very readable.
It took me some time to work out that I could drag the boxes around, because the lines running on top of them seem to steal the drag operation.
Even dragging the boxes out doesn't help clarify the flow very much, and the lines' labels ovewrite each other fairly frequently:
Is there a way to view ONLY the selected box and its immediate connected neighbours? Hide all the other boxes, and show inputs on one side and outputs on the other?

The "View workflow" option on issue (found when transitioning the issue) only shows the workflow that is associated with the type of issue you are working on.
Like you mentioned you can drag and drop the statuses to a different location, but the view is very limited and as soon as you get out of that screen, the workflow view will default back to the actual workflow associated with that issuetype. The only way to fix this is for an administrator to go into the workflow itself and make adjustments to the layout of the workflow and save the new version.
I would heavily recommend speaking with your administrators about making these changes and adjusting the workflow so that it is more clear the inputs and outputs to other states. With 28 states in the workflow that is going to be a tall order, and I'd also highly recommend looking into that as well. Even for the largest and most complicated workflows I have ever worked on, that is a huge number of states.
