The field, fix version will show up for a while after reloading the page, and it will disappear

1. The project Configure has already setting to don't "HIDE WHEN EMPTY"
2. Use this field in the screen
3. The field doesn't be hided
In project A, the field, fix version show up all the time.
The other project, it will show up for a while after reloading the page, and it will disappear
Even if I create a new project which copy from the project A, it still have this problem.
If I change the field as the required, and nothing happen

I have already solved this problem.

It surely set a wrong permission scheme.

I change the setting on the resolved issue and administrator, and it can work.
