Migrated to JIRA cloud (from prem) where the JIRA Reports > Velocity Chart is now locked to last seven sprints.
In the on-prem version, the velocity chart allowed a date range, which is an important function for our quarterly KPIs.
I cannot get sprint KPIs from JIRA Analytics either.

You might be able to get a broader range using a third party app. Here's a search from the Atlassian Marketplace to help you get started, if you are willing to consider a third party app.

Not in a position to ask my organization to invest in a third-party app to regain what we lost migrating from server.

You could try our Great Gadgets app. One of the many gadgets that it offers is the Team Velocity gadget that allows displaying as many sprints as you want, and optionally, from a certain time period.
The gadget is highly configurable and can display a Data tab with a report about each sprints.

Thank you for the reply. I would prefer that my organization NOT have to use a third-party (app) to regain what was core functionality.
