Also, you can try to break JQL like issue type, or projects or status etc to limit the issues upto 1000 and merge the output.

Welcome to the Atlassian community!

In Jira Cloud there is a hard limit that the View all issues screen can show no more than 1000 issues, so you cannot see all 2800 issues in that screen.
