Hi,
We are using Jira Software Server. We cannot see Software type of projects in Create Project dialog. We just see Business type project templates. What is the problem?
Also we cannot create a new project with board. It says
"The project template specified does not exist. Make sure the project template is available in your Jira instance. Please talk to your Jira administrator if you need more help."
I think both of your posts may have the same root problem. In your other post here:
I mentioned that you will want to make sure that you or whoever is trying to create the project is a member of a group that has been given application access to Jira Software.

Yes, I've checked that. There are just 2 users in our Jira system and both are in the following groups. They both have application access to Jira Software.
We can see both Software and Business types unde the Projects menu.
But we still can not see Software type of project in Create project dialog.

That's really weird. The only other thing I can think of would be the look at the log files and see if there are any errors/warnings reported when you are trying to create a new project that might relate to not being able to load the Jira Software templates.
Sorry I can't think of anything else.
