Hi,
Activate time tracking under Administration --> Global Settings --> Time Tracking;
Configure your Field Configuration to ADD the Time Tracking component to your Issue Creation Screen; Once this is done you'll find a field - original estimate, that captures the time line for task completion on the Create Issue Screen.
And to enter work log against the original estimate, the user need to be provided "Work On Issue" permission by the Administrator.
Good Luck.
Thanks for your prompt reply, but this is not what I am looking for! I already see the 'Original Estimate' field in the Create/Edit issue screen; what I want to see is the Time traking section when I view an issue -
as seen in this page - http://confluence.atlassian.com/display/JIRA/What+is+an+Issue
Note: I am talking about the issues assigned to me on which I have all the permissions(Edit etc.)

You shouldn't have to do anything to see that, other than make sure you've got some data on the issue (i.e. an estimate) Can you check that there is data there for the issue you are looking at?

Yes Nic, I have added the 'Original Estimate' for the issue; this section is not displayed at all, not even for tasks for which I have some time logged and 'Original Estimate' set.

Could you please check your Screen Scheme to see whether the View Issue and Edit Issue screens are same as that of the Create issue.

I am not sure how is that related to my question but Yes Create and Edit screens are same, both having Estimate field; View Issue and Create issue screens are different, as they are supposed to be!

As a test, could you *temporarily* change your View screen to be the same as the Create/Edit screen? I don't mean change the fields on the view screen, I just mean change the "screen scheme" so that "View" is the same as create/edit. That will tell us if it's something to do with the actual screen

Nic, I am new to Jira and not sure what you are talkign about! Can you provide more details on how to do that?

Um, you implied you know how to change screens in your previous response because you said "the Create and Edit screens are the same, and View is different"
The easiest route is to go to the project Admin level for the project, look for "issue type screen scheme" and click "edit". Drill down to the "screen scheme" in use for the issue type, and you'll find that lists the "screens" in use for Create, Edit and View (one, some or all of them might be handled by just "default").

Ok, my mistake; what I thought was to look at the issue in Edit mode and create mode (screens I see when I click on Create Issue and Edit buttons). I am not having the Admin rights and don't see any Admin tab (if thats what you are talking about).

Ah, no, those are really "pages", not "screens" in web-language - you see "pages" on your "screen" when you click a link to do something. "Screen" has a specific meaning in Jira too - it means "a list of the fields the user will get when they look at an issue in Edit/View/Create/Transition mode"
If you aren't a Jira system administrator, then you won't be able to get to the screen editing stuff, which you need to do to be able to debug this problem. You need to talk to your Jira system administrators and get them to check all the fields on the Create and View screens for that project/issue-type

That makes sense to me Nic. Actually, I was looking at some sort of pointers to give to my sys admin related to this(like which setting to turn on, how to configure it only for our project etc.); I posted this question as I am not sure if this is a feature of Jira or some add-in.

The fact you can put something in the "original estimate" when creating the issue means that the functionality is enabled (from memory, it's off by default), and the timetracking works. It just sounds like a display issue, hence the questions about the "view" "screen".
Although, one more quick question, just to quieten down a nagging doubt. When you enter an "original estimate", is it really the true Jira system field? It's not just a custom field someone added with the same name (this happened to me with one client - they could get the field out, but not time-tracking, and it turned out the previous admin had just added a custom text field, rather than enabling the proper time-tracking)

Yes you are right, I checked it with other team members and this section is visible to my lead, but not other devs. So, it looks like permission issue; I have asked our JIRA team to heck this out and hopefully I will be able to see this section soon. Thanks Nic for your help.
