This question has been asked many times and I cannot find the answer. I am managing a side project so my time tracking settings are this:
Working hours per day: 4
Working days per week: 1
Time display format: Hours (e.g. 36.5h)
Default unit for time tracking: Hour
Copying of comments to work description: Enabled
(work on issues enabled)
If I put in 4 hours for an issue, it displays 1w. Also the default unit does not work--I cannot just put in 4.
@Jon_JensenThis looks like an issue with the new view only. I reproduced that on a fresh Jira Cloud instance. The bug disappear after switching to the old view. It is even possible to just enter 4 when using the old view.
Moreover, for a moment after displaying an issue on the new view everything is fine, but after a few seconds the hours display is automatically changed to pretty display.
Hope the above details will allow Atlassian team to fix the bug sooner.

As suggested by @Jakub Sławiński, they said we have to configure issues to be viewed with the "old view" settings as a workaround until this bug is fixed.

Are the Time Tracking settings being saved? There seems to be bug in Jira Cloud where global time tracking preferences are not saved and revert back to the default.

Yes, my settings are being saved. I set them a few weeks ago and they were still the same today.
