Time Tracking default unit

Can someone remind me where you set the default unit for time tracking? I've looked through my System settings and options and I can't find it anywhere and with Atlassian's instance of Confluence down, I can't check the help. I'm using Tempo but I checked in the config for that and the default unit isn't there either.

I think its under Admin > System > Time Tracking
