Does JIRA provide users' time imputation capability?

You can do basic work logging by enabling time-tracking and then giving the users permissions to log work.

But the JIRA reporting on this is basic and focussed on the issues - if you want good timesheet or person reporting, you want to look at the addons he's suggested.

You need an external add-on like Tempo, Workload, Activity Timeline or similar.
